The enlightenment of distributed energy in foreign countries to China

Abstract:

At present, China is vigorously promoting the development of distributed energy, in the background, learning from foreign experience in the development of distributed energy can contribute to the development of distributed energy in China. The paper reviews goals, practice and related policies of distributed energy development in the United States, Germany and Japan, respectively. Then the paper summarizes five enlightenments: the establishment of rules; the set of goals; the reform of power system; the establishment of grid standards; the establishment of economy prompting policies.

The enlightenment on shale gas exploration and development in China getting from Eagle Ford in America

Abstract:

According to relevant estimation, the recoverable reserve of shale gas in China is up to 20 to 30 trillion m3. Although shale gas reserves evaluation is still in the early stage, it quite sure that China is one of the countries who are rich in shale gas resources. If developed subject to current gas annual production, it can be developed for more than 200 years. At present, many companies home and aboard focus on shale gas and compete it in China, and it is expected that shale gas will be the substitution of conventional energy resource in China. Thus the exploration and development of shale gas will bring great effect not only on China but also on the world. However, due to the tightness of shale gas reservoir and its permeability is as low as 10-9 Darcy scale, if especial stimulation treatments are not taken, it would be very difficult to achieve the goals of commercial development. For the moment, America is the only country in the world that is successful in commercial development of shale gas and its technology and commercial operating mode has been very mature too. CNOOC has invested more than 1 billion US dollar to buy 33.3 % interest of Eagle Ford, where its reserves reach about 600 billion m3, and where its development prospect is valuable. In order to get a comprehensive acknowledgement on the development technology, the author, as a leader, accompanied by a professional team has had a tour observation to Eagle Ford in America and has got a further understanding on key technologies in horizontal drilling and multi-stages fracturing etc. Meanwhile the author also has analyzed the relevant supporting policy framed by USA government, which will be important and valuable for shale gas exploration and development in China.

Abstract:

Shale gas in America mostly comes from thermogenic marine shales, and gas shales mainly distribute in Devonian and Carboniferous of Foreland and Craton basins, while the buried depth is 1 500~3 500 m. Shales in China include 3 types: marine, transitional and lacustrine. Marine shales basically distribute in the lower Paleozoic of Aulacogen and Craton basins;organic-rich concentrated parts are steady-going,and thermal maturity phase and gas content are high,so the explorational prospect is the best. Transitional shales mostly distribute in Carboniferous-Jurassic of Foreland and Craton basins;there is no obvious organic-rich concentrated part, and gas content changes greatly, so the explorational potential needs to be proved. Lacustrine shales typically distribute in Mesozoic and Cenozoic of rift and Craton basins;organic-rich concentrated parts are thick and stable, and explorational potential is probably great in center of depression which reaches generating gas stage.It is forecast that shale gas exploration will take a long time and output will be 50 billion~60 billion m3 in the future.

Industrial Structure and Reducing Carbon Emission Intensity: International Comparison and Experience Enlightenment

Abstract:

Developed countries have reduced their carbon emission intensity by adjusting industrial structure, which is an important reference for China to achieve carbon peak and carbon neutralization. In this article, we analyze the changes of total carbon emission, carbon emission per capita, carbon emission intensity, and industrial structure in major developed countries, thus to obtain their experience regarding adjusting industrial structure and reducing carbon emission intensity. Developed countries have generally decoupled economic growth and carbon emissions since 1965 via industrial transfer, scientific and technological innovation, and service industry upgrading; however, a manufacturing hollowing problem emerged. Considering the unfinished industrialization process in China and the large proportion of high energy-consuming industries, we suggest that China cultivates emerging industries and develops digital economy to optimize and upgrade its industrial structure. Additionally, it should further strengthen the manufacturing industry and coordinate industrial transfer in China and abroad while ensuring the security of industrial and supply chains, thereby optimizing the spatial layout of industries and forming a new development pattern.

The Evolution and Enlightenment of Rural Planning Theory

Abstract:

This paper divides the rural planning theories in China into three stages, that is, traditional city-rural interaction (before the founding of the PRC), modern city-rural separation (after the founding of the PRC–2016), and new-era city-rural integration (2017–), and summarizes the characteristics of theories in different stages. Chinese traditional rural planning theories include geomantic theory-based physical planning theory, and human culture-oriented management ideas and methods; these two parts complement each other. After China’s Reform and Opening Up in 1978, urban planning theory has been employed in rural planning. The contemporary rural planning theory develops under the background of city-rural integration and carries out with a simplified rural administrative licensing system. In recent years, rural planning begins to transform and combine with multidisciplinary theories, thus to explore the origin of developmental.

Japan’s 10th Technology Foresight: Insights and Enlightenment

Abstract:

Technology foresight is a systemic national science and technology policy in Japan, where it has been consistently and effectively implemented. To date, Japan has implemented technology foresight research 10 times, thus meaningfully promoting research and development in science and technology in Japan, the technological innovation and management abilities of Japanese companies, and a deep understanding of the development law of technology. This paper introduces the methodology, modes, implementation system, and survey process of Japan's 10th technology foresight; analyzes its experiences and problems; and provides reference and guidance for technology foresight in China.

Application History and Enlightenment of Very Small Modular Reactor for Land Battlefield Energy Supply

Abstract:

Very small modular reactors (vSMRs) have become the focus of attention due to its great potential in land battlefield energy supply. It has the characteristics of flexible mobility, rapid energy supply, obvious cost advantages, and high safety. The problems of large fuel consumption, resupply difficulties, high costs and risks in the Iraqi and Afghan battlefields have led the US military to re-examine the use of vSMR in operational energy supply. This article starts with the historical process of the US Army’s development of vSMRs, and introduces representative types of vSMRs at present; then the author systematically analyzes the application scenarios, use mode, main advantages, and challenges of mobile nuclear power plants (MNPP) based on the vSMR technology. The research suggests that China should actively demonstrate the military applications of vSMR, and explore its use modes in different areas such as fixed installations, mobile battlefields, and overseas operations based on national conditions and military conditions. Taking the military demand as the traction, China should strengthen the military−civilian coordination in tackling key problems and accelerate the application of vSMR technology.

Analysis of risks and measures on the blade damage of offshore wind turbine during strong typhoons——enlightenment

Abstract:

In september 2003, the fan blades of wind turbine were damaged by typhoon "cuckoo"  in Shanwei Red Bay wind farm, an offshore hilly land. It can be concluded from the failure modes that the blades flutter have occurred and significantly reversed, which was related to the negative terrain. From this instance of the term, under the same intensity of typhoons, the risk of blade damage of sea wind turbine may be lower than that of coastal ones because of flat sea lack of local change conditions of wind direction. The storm also showed that it was the key for blade loss prevention to keep the wind turbine be paused state of stopping rotation, feathering and yawing.

Abstract:

The concept of disruptive technology has been widely used since it was introduced. And there is no uniform definition due to different research perspectives. Since disruptive technology has transformative effects of defining times and reconstructing patterns, it plays increasingly significant role in national strategy. Understanding disruptive technology from the national perspective has a practical guiding significance in the development of disruptive technology. After explorations on the concept of disruptive technology from different perspectives, this paper points out that developing disruptive technology from the national perspective opens up a new technology trajectory based on new principles, combinations, and applications of science and technologies. It is a strategic innovative technology that will reorganize value network of the traditional industries, decisively affect the upgrading of social technology systems, or reconstruct present national foundations, capabilities, and structure. Furthermore, a deconstruction framework of disruptive technology is proposed from the perspectives of source, structure, span, scale, level, and path. On this basis, to develop disruptive technology, this paper proposed to focus on the combination of frontier research and practical use, the process, the balance between reality and future, innovative management modes, and strategic research.

Enlightenment of Disruptive Technological Innovation of DARPA

Abstract:

As the leader of disruptive innovation, the Defense Advanced Research Projects Agency (DAPRA) is followed by more and more countries, governments, as well as large enterprises. They followed the DAPRA's model to set up innovation management. However, almost no achievement comparable with the DAPRA was realized, and no consensus was reached on how to rebuild another noble DARPA. Viewing the experience of many copies of the DARPA, the explicit structure and operation mechanism are the bases of DARPA's success, but not the core. This paper, from the perspective of evolutionary theory, analyses the history of the DARPA, and discusses its success factors in terms of growth environment, competitive situation, interest structure, value pursuit and so on. We conclude that DARPA's success comes from long-term struggle with its development environment, and a strong belief, low selfish departmentalism, a pattern without restrictions from ideas and interests, and a perspective strategic vision are the very important support. From the model of the DARPA, we believe that building a special zone out of the system for innovation management is the key to speed up the disruptive technological innovation.

Layout of Foreign Industrial Internet Security Industry and Its Enlightenment to China

Abstract:

The industrial Internet security industry is crucial for the healthy development of industrial Internet. The layout of this industry in developed countries and regions is relatively perfect. To strengthen the manufacturing, cyberspace, and digital sectors, the layout of this industry in China needs to be optimized. This study investigates the development demands for the industrial Internet security industry using literature research and intelligence analysis. Subsequently, the current status of industrial Internet security industry layout in the United States, Germany, the United Kingdom, Japan, and other developed countries is studied from the aspects of policy guidance, enterprise innovation, collaborative development, capital integration, and alliance ecology. Based on this, the international development trend is analyzed. Meanwhile, the current status and challenges faced by China are discussed in terms of policy and standard, technology and product, market space, investment and financing, and regional layout. The study points out that the optimization of China’s industrial Internet security industry layout should draw on the useful experience of other countries and consider China’s development reality. It is suggested that China should maximize the advantages of its system and mechanism to coordinate the development of the security industry; adhere to independent innovation to create an internationally competitive brand; improve the security standards system to actively lead the international rule making; strengthen the policy and financial support for small- and medium-sized enterprises to stimulate their innovation vitality; and build a collaborative development ecology to create an international and domestic dual circulation development pattern.

Experience and Enlightenment on Military, Civil, and Commercial Integration in US Space Infrastructure

Abstract:

Space infrastructure has become the core area of military, civil, and commercial integration. This study uses literature research and intelligence analysis to summarize the basic situation and development trend of the space infrastructure in the United States,and thoroughly analyze the military, civil, and commercial integration from the aspects of top-level strategy, policies and regulations,as well as organizational management. Several successful experiences are summarized, hoping to provide a beneficial reference for the planning and construction of the space infrastructure in China. To promote the military, civil, and commercial integration in the space infrastructure field, China should make overall planning at the national level; set up a specialized agency to coordinate agencies related to space infrastructure construction and application; strengthen the research and development of satellite application technologies to lay the technological foundation for equipment development; and improve the policy and law system to provide policy guarantee.

Enlightenment from the COVID-19 Pandemic: The Roles of Environmental Factors in Future Public Health Perspective

Abstract:

The coronavirus disease 2019 (COVID-19) pandemic is challenging the current public health emergency response systems (PHERSs) of many countries. Although environmental factors, such as those influencing the survival of viruses and their transmission between species including humans, play important roles in PHERSs, little attention has been given to these factors. This study describes and elucidates the roles of environmental factors in future PHERSs. To improve countries' capability to respond to public health emergencies associated with viral infections such as the COVID-19 pandemic, a number of environmental factors should be considered before, during, and after the responses to such emergencies. More specifically, to prevent pandemic outbreaks, we should strengthen environmental and wildlife protection, conduct detailed viral surveillance in animals and hotspots, and improve early-warning systems. During the pandemic, we must study the impacts of environmental factors on viral behaviors, develop control measures to minimize secondary environmental risks, and conduct timely assessments of viral risks and secondary environmental effects with a view to reducing the impacts of the pandemic on human health and on ecosystems. After the pandemic, we should further strengthen surveillance for viruses and the prevention of viral spread, maintain control measures for minimizing secondary environmental risks, develop our capability to scientifically predict pandemics and resurgences, and prepare for the next unexpected resurgence. Meanwhile, we should restore the normal life and production of the public based on the "One Health" concept, that views global human and environmental health as inextricably linked. Our recommendations are essential for improving nations' capability to respond to global public health emergencies.
